Since 2013, ELibUkr is co-organizer of the Annual International Scientific and Practical Conference "Scientific Сommunication in the Digital Age".

The conference takes place once a year at the National University of Kyiv-Mohyla Academy (Kyiv, Ukraine). 

The conference is aimed at representatives of scientific institutions, editorial boards of scientific journals, heads of university libraries and publishing houses, specialists in electronic information services.

Consortium ELibUkr

"Electronic Library of Ukraine: Creation of Knowledge Centers in Ukrainian Universities" is an innovative project that combines the libraries of higher educational institutions, national libraries and other organizations in Ukraine. The goal of the project is to provide access to world-class scientific information, to create our own academic resources, and to integrate Ukrainian science and librarianship into world scientific communication.

Project implementation contributes to the development of civil society and the democratic process in Ukraine, providing access to a large number of information resources for the maximum number of users.

Academic Integrity

Ukrainian higher education is changing and an important condition for successful development is the introduction of the principles of Academic Integrity in teaching, learning and research. ELibUkr supports initiatives aimed at ensuring that academic integrity is the norm of academic life in every university or academic institution.

During 2017-2018, ELibUkr carried out the project "Promoting Reforms in Higher Education in Ukraine in terms of Academic Integrity Development" (with the support of the International Renaissance Foundation).

The purpose of the project: Creation of a Roadmap for the implementation of the recommendations of the Organization for Economic Cooperation and Development (OECD) on the issue of Ukraine's integrity in higher education, preparation and promotion in the Verkhovna Rada of Ukraine of amendments and supplements to laws regulating the protection of intellectual property, the creation of a distance course on academic integrity and organization of training on the internal quality of education for university administrators.

Short results: creation of a conceptual roadmap for reforming higher education, conducting seminars aimed at promoting educational reforms, encouraging the creation of an internal quality assurance system at universities of different regions of Ukraine (Kyiv, Vinnytsia, Lviv, Uzhhorod, Odesa, Izmail); relevant work was carried out with politicians and journalists, participation in the creation of a bill on the attitude to plagiarism and academic dishonesty and lobbying this bill.


In 2018, with the support of the International Renaissance Foundation, a massive on-line course "Academic Integrity at the University" was developed. Course lecturers:

- Serhii Kvit, Director of the Quality of Education Center at the National University of Kyiv-Mohyla Academy, co-author of the Law "On Higher Education" (2014), the developer of the "Road Map for the Reform of Higher Education in Ukraine" (2018), Doctor of Philology, PhD, Professor of NaUKMA.

- Svitlana Chukanova, Candidate of Pedagogical Sciences, Head of the Scientific Library Sector, coordinator of the American Library at the National University of Kyiv-Mohyla Academy, who has long been interested in the topic of academic integrity and conducts classes on academic integrity for students and employees of NaUKMA.

The program of the course deals with the following topics:

  • What is academic integrity?
  • How to avoid plagiarism (in academic writing)?
  • What are the prerequisites for creating an integrity environment at the university (university autonomy)?
  • How to create a virtuous environment at the university?

On October 25, 2019, a workshop on "Academic Integrity" will take place at NaUKMA.

Quality of Education

Today ensuring the quality of higher education is a requirement and a key principle of the Bologna Declaration, an indisputable priority for the academic community and the state educational policy of the Europe and other world's developed countries.


In 2020-2021, the NGO ELIBUKR in partnership implements the project "Assistance in overcoming corruption in the higher education system through the development of the accreditation system of educational programs", funded by the International Renaissance Foundation. The project aims to develop an online system for accreditation of educational programs, which is one of the main components of ensuring the quality of higher education, reducing corruption in higher education, increasing openness and availability of data on educational programs. The system will be used for accreditation procedures and as a source of big data for studying the state of affairs with the quality of higher education at the level of educational programs, at the institutional level, for the formation of appropriate public policy.

Since 2019, for purpose of the strategic goal of promoting the quality of higher education, ELibUkr, the Bulgarian Embassy in Ukraine and Bulgarian Development Cooperation, have implemented the project: Ukrainian quality assurance e.service for education".

The purpose of the project: Creation of technological tools for conducting regular student surveys in different universities of the country, conducting studies of Ukrainian higher education on the basis of big data, standardization of algorithms for ensuring the quality of higher education in all Ukrainian universities.

On May 27, 2019, the project agreement was signed at the Bulgarian Embassy in Ukraine (Read more).






Ensuring the quality of higher education is a requirement of modernity, an indisputable priority for the academic community and public education policy in countries of The European Higher Education Area (EHEA) and other developed countries.

Education and science affect all structural elements of any society, are a factor in its modernization, social, technological, and innovative development. They are also included in the parameters of national security. Without exaggeration, the future of the country depends on the quality of higher education.

Students are stakeholders and real participants in the quality assurance system of educational activities in universities. Their opinion is important for assessing the quality of teaching, as well as for the development of training courses and educational programs.

One of the main tools for assessing the quality of Higher Education Institutions is regular student surveys conducting. Unfortunately, such surveys, particularly in Ukraine, have not yet become a daily practice for most Higher Education Institutions. Also, algorithms for the systematic application of their results have not yet been created.

The project aims to change the situation for the better by developing a technical and methodological solution for conducting surveys of students (also, if necessary, surveys of any other stakeholders, including graduates and employers) and creating an Independent Nationwide Research Portal for Quality Assurance in Higher Education.
